Have you checked the small screen filter under the suction housing. It could be plugging off reducing power.

We too found that it only spins when the release handle is pushed down for movement. The brushes do spin when we tilt the vacuum back but once we set it on the carpet it stops. Does not spin on carpet, are there different settings for height or pressure of different carpet styles? Tested over kitchen vinyl floor, they do spin on there but not the carpet.

I have not seen any of the newer models. FYI, The handle has to be lowered to engage the brushes, so make sure that mechanism is in order and connected.

After taking it apart as you did I found nothing, so I went a bit further, splitting the case of the turbine apart and found the turbine was broken in three pieces. Going to try to find one on Amazon or whoever that may have it. Hope this helps someone who doesn’t find anything wrong with bearings
